What Contractors Need to Know Before Their First FAA-Regulated Airport Project
Airport construction operates under a different compliance framework than road or commercial work. The airport operator develops and submits the CSPP; your deliverable is the SPCD. You need SPCD approval and a written Notice to Proceed before any crew or equipment mobilizes. Barricades must be frangible and low-profile; your DOT highway barricades don’t meet the standard. Winning your first FAA-regulated airport project is a different kind of milestone. The work itself (paving, drainage, utilities, structural) may be familiar, but the compliance environment is not. Active airfields operate under FAA advisory circulars, airport operator requirements, and airfield-specific safety protocols.

How airport construction differs from road and commercial work
A driver approaching a highway work zone can see the taper, slow down, and steer around your crew. An aircraft often cannot. A jet past its decision speed on takeoff roll is committed to flying, and even a taxiing aircraft cannot swerve around an unexpected obstacle. Pilots rely on closure markings, lighting, and published NOTAMs rather than real-time reaction.
Highway work zone equipment is built to protect your crew from vehicles, so heavier and more rigid is usually better. Airfield equipment must also protect the aircraft from the work zone. A barricade rigid enough to stop a truck can destroy an aircraft that clips it, which is why airfield barricades must be frangible, designed to break away on impact. On an airfield, sturdier does not mean safer.
Remember you’re working inside someone else’s actively controlled system. Every movement is managed by airport operations and air traffic control. Every barricade placement, layout change, and phase shift requires prior coordination with the airport operations center before it happens in the field. Lastly, the FAA has direct enforcement authority on federally obligated airports, and either the FAA or the airport operator can issue a same-day stop-work order. Unlike a road construction violation, there is no guaranteed correction-and-continue window.
The CSPP and your SPCD: two documents you need to understand
On your first airport project, you’ll hear about the CSPP immediately. The Construction Safety and Phasing Plan is developed, certified, and submitted by the airport operator (the airport sponsor) to the FAA for approval, typically before the project goes out to bid. On your first project, you’ll receive an already-approved CSPP. Your aim is to closely comply with this plan.
You’ll come back with the Safety Plan Compliance Document (SPCD), which is your written plan describing how you will comply with every requirement in the approved CSPP. You submit the SPCD to the airport operator for approval, along with a signed Contractor’s Certification Statement. The airport does not issue your Notice to Proceed (NTP) until your SPCD is approved, and nothing mobilizes before the NTP, including equipment staging and crew arrival. FAA equipment requirements: what has to be different on an active airfield
Standard road construction barricades are not FAA-compliant for active airfield use. Equipment must meet specific criteria before it arrives on the airfield.
FAA-compliant barricades must be:
- Low-profile: kept as low as practical; no more than 18 inches high when adjacent to an open runway, taxiway/taxilane safety area, or apron. If affixed to the surface, frangible at grade and no more than 3 inches high.
- Clear of the Obstacle Free Zone (OFZ): nothing may penetrate the OFZ while the runway is open to aircraft. This is a placement rule, separate from barricade height.
- Frangible: designed to break away on aircraft contact without causing aircraft damage. Frangibility standards are defined in FAA AC 150/5220-23A.
- Retroreflective: marked with diagonal alternating orange and white retroreflective stripes visible at required advance distances.
- Flagged where the CSPP calls for it: barricades may be supplemented with alternating orange and white hazard flags, at least 20 by 20 inches square and securely fastened so the flags themselves cannot become FOD. Flags and lights sit on top of the barricade and do not count against the 18-inch height limit.
- Lit for nighttime and low-visibility operations: closure barricades must carry steady-burning red warning lights.

Height is also tiered by location. The 18-inch limit applies where barricades sit adjacent to open runways, taxiway safety areas, and aprons. Farther from open surfaces, taller units like the 24-inch mid-profile barricade are permitted and visible from a greater distance, as long as they remain frangible and clear wingtips. Your CSPP specifies which barricade goes where.
Make sure to request and retain frangibility certification documentation for every barricade model, ideally before you order and on-site before placement. Non-compliant equipment must be turned away at the gate regardless of schedule pressure.

Pre-mobilization coordination: what needs to happen before your crew arrives
- Confirm the CSPP is FAA-approved and has been provided to you. Get your SPCD approved by the airport operator. Receive written Notice to Proceed. In that order, before anything else happens.
- Schedule a pre-construction meeting with the airport operations coordinator, airport safety officer, and the prime contractor if you’re a subcontractor. Anything unclear about the CSPP or your SPCD should be resolved here.
- Walk the site with the airport safety officer before placing any equipment. Verify where OFA boundaries, taxiway edge lines, and runway safety areas actually sit on the pavement.

- Confirm communication protocols with the airport operations center: who to call, what radio frequency to monitor, and how to report an OFA encroachment immediately if one occurs.
Additional airfield requirements first-timers often miss
Beyond the CSPP, SPCD, and equipment, several airfield-specific requirements catch first-time contractors off guard.
- FOD control
- Airfields run zero-tolerance FOD (foreign object debris) programs. Sweep daily, contain and secure all loose materials, and wheel-wash vehicles before entering movement areas. Weight or secure equipment against jet blast so nothing can become a projectile on an active surface.
- Buried airfield utilities
- Runways and taxiways carry live lighting and navigation cables. A single utility cut can close the airport. Confirm locates and coordinate any excavation in advance with the airport operations center.
- Closed surface marking and lighting
- Closed runways and taxiways must be clearly marked with a lighted X and closure markings per AC 150/5370-2G. Any equipment left on a closed surface overnight must be well lit.
- NOTAMs
- Closures, shortened runways, and displaced thresholds are published through NOTAMs. Know your role in prompting and verifying them so pilots and controllers have accurate information about active construction.
- Movement-area driving and SIDA
- Anyone driving near active surfaces needs badging, escort rules, radio communication, and driver training. Vehicle and pedestrian deviations (V/PDs) are serious incidents on active airfields.
- Stop-work and emergency procedures
- If an aircraft is in distress, an accident occurs, or a V/PD happens, crews are typically required to clear all equipment from the work area and suspend work until the airport operator gives the all-clear.
- Excavation rules in safety areas
- AC 150/5370-2G restricts open trenches and excavations in runway and taxiway safety areas. Plan covering, backfill, and marking requirements in advance as part of your SPCD.
- Runway and taxiway reopening
- A surface is not usable again until the airport operator inspects and re-certifies it. Build that re-certification timeline into your project schedule.
The most common first-project mistakes
- Mobilizing or staging equipment before your SPCD is approved and the Notice to Proceed is issued
- Sourcing standard road construction barricades instead of FAA-compliant, frangible equipment, and not discovering the problem until the equipment arrives on-site
- Moving or repositioning a barricade without notifying the airport operations center first

Read the documents before you mobilize
The paperwork on a first airport project is heavy. The CSPP, the SPCD, the advisory circulars, and the certification requirements are a lot to absorb, especially coming from road or commercial work.
Print the key documents and read them before mobilization. Mark them up. Keep a copy in the site trailer. Make sure your foremen and site safety lead have read them too.
